摘  要:根据工程量清单计价模式的特点,业主应从三个阶段采取相应措施加强工程造价的控制:在招标投标阶段,编制完善的招标文件和准确的工程量清单,评审投标报价的合理性,进而确定合同价的计价方式;在工程施工实施阶段,严格合同管理和工程变更签证管理;在工程竣工结算阶段,严格按合同和签证审核竣工结算,从而强化对工程造价的控制。Based on the characters of quoting according to the bill of quantity of a project, the proprietors shall take measures to control the project price at following stages, such as calling the bit and tendering, creating a perfect document for bidding, working out a precision project bill, evaluating the rationality of quoting, consequently to determine the quoting mode of the contract. During the project implementation, strict managements of the contract and visa of the project variation are necessary. During the process of the project completion and settlement of accounts, strict auditing of the completion is conducted according to the contract and the visa,in order to strengthen the control of project quoting.
