摘　　要：在振兴东北老工业基地的过程中，林业与林区既要发挥支撑作用，又要借势实现自身的跨越式发展，而人力资源的开发是实现两大目标的重要保证。During the process of revitalizing the old industrial base of the Northeast, forestry and forest zone should give play to the function of supporting, and also should take advantage of the tendency and should realize one's own great-leap-forward development, in which development of human resources are the important insurances of realizing two major goals.
