摘　　要：是对世界银行贷款中国农村贫困地区基本卫生服务项目(卫生Ⅷ项目)中妇幼保健干预的中期评估,评估结果显示干预基本实现了项目预期目标,随着围产保健指标逐年提高,婴儿死亡率和孕产妇死亡率呈下降趋势。还探讨了影响实施效果的原因,为确定卫生Ⅷ项目妇幼保健干预下一阶段工作重点及实施策略提供依据及对策建议:(1)提高保健覆盖率;(2)加强高危孕产妇管理和加强医务人员培训,提高识别高危孕产妇能力。建立完善的高危孕产妇管理制度,加强监督;(3)加强婴幼儿保健,项目第一阶段婴幼儿保健内容相对较欠缺,应在第二阶段尽快补充和加强;(4)完善妇幼保健信息系统。This study aims to conduct a mid-term evaluation for a Maternal and Children Health Care Intervention within the World Bank Loan Basic Health Service Project(HealthⅧProject),by assessing its implementaiton impact and effectiveness,and exploring the factors affecting the impact. The result of the evaluation indicates that the intervention has ultimately achieved the above mentioned objectives. With the increasing of percentage of the prenatal care,postnatal care,hospitalized delivery and cleaning delivery,the trends for the IMR and MMR decreases. The study explores main factors affecting the implementation impacts and intends to provide suggestions for the next phase of the intervnetion:(1)Increasing the coverage of perinatal care;(2)Enhancing the management for the pregnant women with high dangers and strengthen the training for the health workers;establish a completed management mechanism;(3)Paying more attention to the children care;(4)Establishing a consummate information system for Maternal and Children Health Care.
