摘　　要：本文从系统的角度对应急管理中突发事件分类分级的思路和方法进行了研究,重点针对突发事件发生前或处置过程中的变化情况,把突发事件的分类分级与资源保障程度紧密联系起来,突出了时间因素对分类分级的影响。通过分类分级可以确定突发事件发生发展及状态转移的状况,为建立突发事件处置预案提供依据。This paper discusses the classification of emergency in incident management from the viewpoint of system, and raises a set of correlative methods. We connect the classification of emergency with the abundance of resource in dealing with it, and emphasize the effect of time on the classification of emergency. Based on the classification of emergency, we can ascertain the emergency altering and design a safety plan for the next stage.
