摘　　要：为有效解决学术论文的一稿多投和重复发表问题,建议建立学术期刊论文网络查重数据库,期刊编辑部在接受投稿时查重并及时更新数据,在决定刊用时再次查重并及时更新数据。In order to solve thoroughly the problem of how to discover the same science-and-technology theses to have been re-contributed and re-published, the author suggests to establish on the network a database of theses in science-and-technology journals to exam whether a certain thesis has been re-contributed or re-published. After having received a thesis, the editoral department at once seeks the information from the database and renew the data; if it has decided to publish the thesis, it also immediately seeks the information from the database and renew the data. The author has discussed the necessity and feasibility of establishing such a database and has provided the countermeasures to deal with the possible obstacles while establishing it.
