摘　　要：许多学者认为建立政策性农业保险是解决我国农业保险市场萎缩的关键所在。本文通过实证分析,发现政策性农业保险不仅无法从根本上解决问题,而且还会产生效率低下、有失公平、增加财政负担等严重弊端。在研究国际农业保险最新进展的基础上,文章得出结论:金融和技术等市场创新,有助于从根本上解决农业保险问题。Lots of authors are sure that policy insurance in agriculture is a solution to agricultural insurance depression. By positive analysis, this article illustrates that it is not only questionable, but results in inefficiency, unfairness and budget problem, etc. By researching the recent international agricultural insurance, the author reaches the conclusion that market innovation in finance and technology is helpful to solve the agricultural insurance problems.
