摘　　要：对农村社会发展状况的评估是为了把握和判断农村社会主体即农民的发展状况,了解他们的发展水平、发展机会和发展潜力。当前农民总体上从各项政策中获得了较大的实惠,农村社会发展存在的问题主要是公共体系薄弱和城乡、地区发展差距拉大问题。产生这些问题有客观上的生产力水平偏低的原因,主观原因包括不合理的体制、投资和财政政策。解决问题的途径主要是纠正“剪刀差”。The evaluation towards the situation of rural social development serves to catch and judge the development of the rural social main body, that is, the peasants, to understand their developmental level, chances and potentiality. At present, generally, the peasants have gained larger profits from various policies; the problems in the rural social development mainly lie in the weakness of public system and the bigger and bigger rural and urban developmental difference. The objective cause is that the production level is low, while the subjective cause includes the improper system, investment and fiscal policy. The main solution is to correct the “scissor-difference”, and to invest more on the construction of rural public system.
