摘　　要：责任政府是民主政治发展的逻辑必然,是法治在公共行政领域的强烈诉求。民主理论为责任政府提供了坚实的理论论证和基本的政治架构,法治则是责任政府不可或缺的法律保障。归根结底,责任政府的理念只有在民主、法治的框架内才能获致完整而深刻的阐释,责任政府的建构只有在汲取民主法治制度安排之精髓的基础上才能顺利进行。The responsibility government is the logic necessity of democratic political development as well as the strong appeal of law governing in public administrative field. The theory of democracy has provided the strong theoretical argumentation and the basic political frame for the responsibility government, while law governing is its indispensable support. In the final analysis, the idea of the responsibility government can only be perfected or deeply interpreted in the frame of democracy and law governing, and its construct can only go smoothly by absorbing the essence of the democratic and law-governing system.
