摘　　要：国家图书馆是公共性的中央图书馆。美、英、法、日本和澳大利亚等国的国家图书馆都是实行为公众平等服务的公共性中央图书馆。国家图书馆应选择限制使用制度,但限制使用不能违背公平原则。区分服务应以平等服务为前提。参考文献18。National libraries are central libraries with public characteristics.The national librariesof the United States,Great Britain,France,Japan and Australia are all public central librariesproviding equal services to the public.The authors think that national libraries can use the limited useregulations,but cannot violate the principle of fairness;and the differentiated services should be basedon the equal services.18 refs.
