摘  要:水资源短缺和水环境恶化已经成为我国21世纪社会经济持续发展的瓶颈。提出解决水危机、实现水资源可持续利用的根本途径是建立起健康的社会水循环。在实现水系统健康循环的基本策略中,城市范畴上的污水深度处理与利用即再生水供应系统是关键,是我国水环境恢复的切入点。介绍了大连、深圳、北京、东北地区等地相继进行的较为系统的水资源可持续利用和水环境恢复的研究和实践。这些实践是城市水系统健康循环理论雏形的初步应用,显示中国城市排水事业逐渐趋向于水环境的恢复与水资源的循环利用。Water shortage and water environment deterioration are becoming the bottleneck of the continuous economic growth of this country in 21st Century. Based on the development of water utilization and the natural matter cycle rule, it was argued that the fundamental approach to resolve the water crises and achieve the sustainable utilization of water resource is to establish a healthy water cycle. Among the strategies to establish it, advanced wastewater treatment and recycle to the whole city extent is one of the key problems. The successional researches and practices of sustainable water utilization and water environment restoration in Dalian, Shenzhen, Beijing and Northeast Region were presented. These projects were the initial applications of the primary healthy water cycle theory, and indicated that the water industry in this country gradually tends to the water environment restoration and water recycling.
