摘　　要：在简要论述农业发展银行政策性和金融性相互关系的基础上,分析了在经营过程中片面强调一个方面而忽略另一面的不良后果,并提出了实现农发行政策性与金融性有机统一的若干基本建议。This paper analyses the unhealthy consequences in agricultural development bank if one of its properties is only emphasized and the other one is neglected in the course of management, which based on the elementary discussion about the relationship between its policy and finance characteristics. In conclusion the article brings forward the certain basic suggestions on how to organically unify its dual nature.
