摘　　要：党的领导、人民当家作主和依法治国是我国社会主义政治文明的本质特征,党的领导是社会主义政治文明的根本保证。而党内民主内在地贯穿于社会主义政治文明建设之中,发展党内民主,从制度上建党,以完备的制度确保党内民主的发展,以党内民主推动政治文明是社会主义政治文明建设的基本途径,也是社会主义政治文明建设的首要任务。The leadership of the communist party, the mastership of the people, and the state management under the law are the inherent characteristics of China’s political civilization. The leadership of the communist party is the fundamental guarantee of the socialist political civilization. The inner-party democracy is inherently penetrated in the process of the construction of the socialist political civilization. There are three ways to approach the final target of socialist political civilization which are the development of inner-party democracy, the construction of the party within the system, the development of the inner-party democracy. The promotion of the construction of the political civilization by the inner-party democracy is not only the essential approach, but also the key task of the construction of socialist political civilization.
