现阶段苏北农村剩余劳动力异地转移问题思考

摘　　要：充分利用农村剩余劳动力资源,是苏北地区解决“三农”问题、实现建设全面小康社会目标的重要手段之一。在就地转移空间有限的情况下,应加快实施异地转移战略。通过全面改善供给与需求,提高农村劳务输出的数量、质量和绩效。现阶段,组织化程度和劳动力素质不高,是制约苏北农村劳动力异地转移的两个瓶颈问题。而这两个问题的解决需要政府发挥其主导作用。To fully utilize the surplus labor resource in suburbs areas of Northern Jiangsu Province in one of the most imperative approaches adopted in realizing the building the well - off society in and aoo - round way and the settlement of the problem of Rural Economy, Rural Development and Rural Demography. In the situation that the branch space is limited on the spot,we should accelerate the process of implementing the shrift strategy. Therefore,we should not only entirely improve the supply and need relation, but also upgrade the quantity,quality and officiency of the problems of labor - export in the suburbs. At the present stage,two questions of the bottleneck that have hampered the shift strategy in suburbs of Northern Jiangsu Province are the poor extension of organization and insufficient quality of labor. The settlement of this two problems deserve the authorities to exert its leading influence on them.
