摘　　要：联合国维和行动因冷战的结束而获得了更大的机遇和作用空间,也面临着安全问题地区化的新挑战。美国霸权主义倾向的发展使联合国面临被边缘化的危险。进入21 世纪,联合国维和行动使命扩大,机制发展,能力提高,行动更具综合性。介入主权国家内部事务引发的各种问题更加尖锐、深刻地摆在联合国面前。在联合国维和行动的基本原则问题上,“新桃”未必换得“旧符”。“中间”与“模糊”是联合国维和行动难以改变的基本属性,而合作与妥协则是发展的基本途径。联合国维和行动将在充满摇摆与彷徨的探索中回归中庸。With the end of the Cold War, UN peacekeeping operations have gained more opportunities and spaces for motiva-tion, but they have also faced new challenges due to the regionalization of security issues. The increasing manifestations of US hegemony have posed the danger of the UN being marginalized. On the eve of the 21st century, UN peacekeeping operations are characterized by enlarged missions, developing mechanisms, increasing capabilities, and ever more com-prehensive tasks. The involvement of domestic affairs in the sovereignty of nations has resulted in many sharp and pro-found issues that the UN must deal with. Regarding the basic principles of UN peacekeeping operations, it is probably not necessary to replace the old with the new. The UN cannot alter the basic nature of its peacekeeping operations from “moderation” and “intangibility,” and cooperation and compromise remain the basic routes for development. The author concludes that UN peacekeeping operations will eventually return to their middle course after a period of vacillation and hesitation.
