摘　　要：全面实施区域卫生规划,加强卫生资源的宏观管理,能够充分地合理配置和有效利用卫生资源。文章介绍了天津市在充分做好调查研究的基础上,以区域卫生规划为指导,开展全市卫生资源调整,积极推进社区卫生服务发展的思路和具体做法,以期引起讨论。Rational allocation and effective use of health resources can be fully achieved by implementing in an all-round way regional health planning and reinforcing the macro-control of health resources. The paper gives an account of the ways in which the City of Tianjin, on the basis of investigation and study and guided by regional health planning, readjusted health resources city-wide and actively promoted the developement of community health services. The purpose is to initiate discussion on the topic.
