摘　　要：自由、公正和团结一直是社会党国际的基本价值观,也是其民主社会主义的本质目标。冷战结束以后,经济全球化和新科技革命的迅猛发展,给社会党国际的基本价值带来了种种挑战和危机,社会民主主义面临着丧失其基本身份特征的危险。为了摆脱危机,社会党国际不得不对这些基本价值观进行反思,赋予其以新的含义,并增加了新的内容。社会党国际基本价值观的演进是其纲领和政策革新的前提和条件。The concepts of liberty, impartiality and unity constitute Socialist International's basic views of value, and also its final goal of the democratic socialism. During the post-cold-war period, the overwhelming economic globalization and the new scientific and technological innovation have greatly challenged Socialist International's views of these values, leaving democratic socialism now facing the crisis of losing its basic identity. In order to free itself from these crises, Socialist International is obliged to rethink, rebuild and reform its social values by putting in new meaning and significations, and it will be turned out that this reform and progress will be the precondition of the reform and progress of its guidelines and policies.
