倾销和反倾销过程中不同集团利益及其关系的经济分析

摘　　要：倾销与反倾销过程涉及到多个利益集团的利益。除倾销企业和被倾销企业两个主要当事方外,受这一过程影响的还包括进口国倾销商品的消费者和相关的非倾销企业等,从而形成了出口国倾销企业与进口国被倾销企业之间、进口国被倾销企业与进口国消费者之间以及出口国倾销企业与出口国或第三国非倾销企业之间的多重矛盾关系。本文以一般经济理论为基础,分析了倾销和反倾销对上述四个主要集团利益的影响,并在此基础上揭示了存在于这一过程中的主要矛盾。Several interest groups are involved in the process of dumping and anti-dumping. Apart from dumping enterprises and dumped enterprises, affected sides include consumers of import countries and relative non-dumping enterprises, etc. The main conflicts arising from the process of dumping and anti-dumping include that of between dumping enterprises and dumped enterprises, dumped enterprises and consumers of import country, dumping enterprises and non-dumping enterprises of export country or third country. Based on general economic principles, the gain and loss arising from the process of dumping and anti-dumping are theoretically analyzed in this paper, along witi the analysis on the conflicts of interests among involved interest groups.
