摘　　要：学习型政府组织是顺应全球化信息化浪潮对行政环境的置换。它可以推动政府系统的开放化和政府行为的社会整合能力,是一个面向民众、面向公务员、面向世界的“生态政府”,是政府生态理论和政治学发展观的价值回归。Structure of the learning-type government can be considered as a supplement to the administrative environment in facing the informational tide of globalization. It can facilitate an open system of government, and strengthen the capability to social integration for the governmental action. It can be defined as such an 'ecological government' that are targeting at people, public servicemen, and even the world. This is the value source of both the theory of ecological government and the developmental outlook of the political science.
