摘　　要：工程建设领域拖欠工程款问题已经对我国的经济和社会发展产生了严重影响。本文首先分析了我国工程建设领域拖欠工程款问题的基本特征,在此基础上,从加快工程建设领域中的社会信用体系建设、完善政府相关主管部门的市场监督机制、加快建立以工程担保和保险为主要内容的工程风险管理制度、合理界定基础设施项目的经营属性、改革政府投资项目的投融资体制、积极开展政府工程项目的市场化运作、降低商品住房的空置率、拓宽房地产开发项目的融资渠道等八个方面提出了具体解决对策。The problem of construction payment default in construction field has produced serious influence on economic and social development in China. At first, this paper points out the basic characteristics of payment default in construction field, then puts forward detailed countermeasures from eight aspects, which consists of speeding up establishing the social credit system, strengthening market management and supervision, expediting establishing construction risk management system that mainly include construction guarantee and insurance, rational dividing the infrastructure projects according to their marketing attributes, reforming investment and financing system of government projects, actively carrying out market operation of infrastructure project, widening financing channels of real estate development projects, decreasing the vacancy rate of commercial houses.
