摘　　要：耕地占补平衡制度是实现严格保护耕地的法定内容,必须不折不扣地执行。土地开发整理是实现耕地占补平衡的重要手段。针对当前土地开发整理工作的实践和耕地占补平衡的清查,分析了耕地占补平衡和补充耕地存在的主要问题,并提出了对策建议,通过加强对补充耕地的严格审查,确保补充耕地的数量和质量,以实现真正意义上的耕地占补平衡。The balance system of requisition-compensation of farmland, which is clearly claimed in the law for strictly protecting cultivated land, must be carried out to the letter. Land development and arrangement is an important means of realizing it. In terms of the practice of land development and arrangement and the checking on the balance of farmland, this paper analyzes the major problems existing in the balance and replenishment system and proposes counter-measures so as to realize the requisition-compensation balance of arable land.
