城中村改造的几点思路

摘　　要：分析了城中村发生发展的历史成因,指出造成城中村这种现状是制度与村民和政府行为共同作用的结果。征地过程中政府对农民补偿方式的简单处理、对农民的智力支持和教育培训投入不够,是城中村形成的根源。针对城中村的形成原因及改造的难点,提出了改造的思路与对策。In this paper, the historical reasons of formation of the village inside the city are analyzed. It is indicated that such situation for the villages inside the city are the result of joint action of both the villagers and the government. The foundation of villages inside the city laid on the simple compensation for farmers in confiscating the rural land and lack of intelligence aids. In this paper, the ideas and measures for their reconstruction are put forward based on consideration of the reasons of their formation and difficulties in the reconstruction.
