摘　　要：一旦经济发展受到全球经济不景气、东西德合并等因素的制约而放慢脚步时。High we lf are system wouldn't cause any prob-lem when Germany's economy was developing fast. But Germany can't bear it any more when the recomes simul ta-neously the depression of global economy and the unification. Germany is carrying out the great 2010 Agenda, which exposes the reformers and civilians to great pressure and challenges. Mr Stanzel, the German Ambassador says, there are always large risks if you carry out brave reforms, and the common people would support the reforms only when they benefit the majority.
