摘　　要：随着数据通信技术的迅猛发展,对移动通信的服务质量的要求也越来越高,第三代移动通信(3rdgeneration,3G)系统成为移动通信领域未来的必然发展阶段。由于3G网络的规模浩大,网元设备分布各地,集中的管理网络中的设备已经成为当务之急。本文设计并实现了一套第三代移动通信网络管理软件MEM系统(Mobile Element Management System)。With the rapid development of digital communication technology, the requirements for the services of mobile communication network become increasingly high. The 3rd generation (3G) mobile communication system will play an important role in the future. Because 3G network grows to an ever - larger scale and all the network elements (NE) are distributed in the network, it becomes an urgent problem to implement a network management system to manage all these separated network devices in a centralized way. This article gives the idea of how to design and implement such a system, which is called MEM (Mobile Element Management System).
