摘　　要：界定船舶国籍登记和船舶所有权登记、抵押权登记等登记行为的法律性质。从行政许可法的角度分析船舶登记机关登记行为及登记申请人的法律责任。认为船舶国籍登记属于许可式登记,对船舶所有权等民事权利的登记是确认式登记。船舶登记机关在登记行为中负有形式审查的作为义务。只要申请材料齐备,内容一致就可予以登记,申请人承担提供材料真实性的责任。The purpose of this thesis is to explicate the legal nature of ship registration of nationality and ship registration of title,mortgage,as well as other registration acts and analyze the legal responsibility of registration authorities from the aspect of administrative licensing law. This thesis holds that ship registration of nationality is a kind of licensed registration while ship registration of title and other civil rights is a kind of confirmed registration. Ship registration authorities undertake the obligation of the check in form. if the application materials are ready and identical,ship registration authorities may give ship registration. The applicant shall bear the liability to provide authentic materials.
