摘　　要：从九大方面出发探讨城市防灾规划与强化我国城市综合减灾管理的关系,希望建构起我国城市综合减灾管理行政及规划管理的体系。The SARS gave a lesson of city crisisto Beijing, Guangzhou and other big cities in the springof 2003, and the frequent accidents and calamities inthe big and middle-sized cities goes beyond the capa-bilities of those cities to handle with. From nine as-pects this paper discusses the relationship betweencity calamity precaution planning and city compre-hensive calamities reduction in order to establish ad-ministrative system and planning system of calami-ties reduction for the cities in China.
