摘　　要：“以文化为主导”就是以文化作为我国发展的主要导向,通过先进文化建设带动全社会的发展。要使“以文化为主导”成为现实,党和国家要大力促进文化建设,同时要发挥科学、文学和艺术作用,以推动“中华文艺的复兴”。Taking culture as the leading factor means culture takes the leading position in social development. Through the advanced cultural construction, a whole scale devolopment of a society can be promoted.So we must lay much stress on the role of science, literature and art in the rejuvenation of China.
