居民参与下的“城中村”改造刍议——以西安市为例

摘　　要：通过对西安市“城中村”常住居民问卷调查的资料对城中村常住居民的基本情况及改建意识作一了解,在居民意识参与的基础上得出了“城中村”的改造阻力,继而本文指出“城中村”改造的实质,最后提出改造的措施。Urbanization is the theme of society development, it is also the hard-and-fast tide, and in this process, the 'city village' can't be surpassed. The paper mainly emphasizes the participation of inhabitants' consciousness through questionnaire. First, the paper elaborates the present condition of 'city village'. It points out there are so many 'city villages' in the city, for example there are 470 ones among the three wreaths of Xi'an, and there are 187 ones surrounding the second wreath of Xi'an that belongs to the opposite intensive region. And then it points out that the 'city village' exists much problem, for example, the building density is too big and the management is in chaos, etc.Through the questionnaire, the paper expounds the actuality of Xi'an 'city village'. 'City village' is the outcome of urbanization which does not belong to the intercity one, and the surpass of non-material urbanization. The essence of the renovation is to further complete the process of urbanization, namely is to make the farmer who doesn't have ground melting into the city life in the process of urbanization development; the whole process differs with the general urbanization process. Finally, the paper puts forward with the reformation controversy: taking government as the reformation predominance; leading into the market mechanism to promote the ' city village' reformation; making the moving and compensation to the farmer work well; reforming the collective property to the share system; carrying on the employment training; perfecting society guarantee system; supporting the original culture ecosystem mechanism.
