摘　　要：给出了未确知测度、置信度的概念,建立了基于未确知测度的工程建设投标风险,报价成本比,中标概率确定模型。本模型在处理不确定性影响因素时较模糊数学丢失信息少,更实用、可靠。最后给出了工程实例加以验证。The concept of uncertainty measure and degree of confidence isgiven.The certainty model of the risk of tender for engineering construction,bid cost comparison and tender probability on uncertainty measure is established. When this model handles uncertainty influencing factor, the drop-out is fewer than fuzzing mathematics. This model is utility and credibility. In the end, this model is proved by the engineering example.
