多级政府框架下水利投资主体构建探讨

摘　　要：本文重点研究了在中央、地方多级政府框架内水利投资主体的构建问题。我们构建的博弈、数理模型显示,在多级政府框架内,水利投资存在两难的困境:一方面以国债为主的中央水利投资蕴涵着未来较大的财政风险,而地方政府发债却可能引致更大的财政风险。因此,建立以流域机构为主的投资主体是解决多级政府水利投资两难问题的有效途径,也将是未来水利投资的重要改革趋势。By the game theory, this paper studies the construction of water investment institutes with multiple levels of government. Our research argues that there always exits a dilemma concerning water investments between central government and local governments. Consequently, we hold that we should introduce river valley investment institutes into water investment in order to boost efficiency and overcome aforementioned difficulties.
