试论城市管治的模式及其在中国的应用

摘　　要：在城市管治研究领域 ,Jon pierre(1999)关于城市管治模式的总结极具代表性 :管理模式 (managerial)、社团模式 (corporatist)、支持增长模式 (progrowth)、福利模式 (welfare)。这一总结成为了城市管治的理论基础 ,对城市管治研究产生了深远的影响。转型时期中国城市经济的迅速发展使得原有管理体制的不适应性逐渐暴露出来 ,对城市规划与管理提出新的挑战 ,同时也对我国刚刚开展的城市管治研究提出现实而又迫切的课题。本文正是从现实出发 ,在深入研究西方城市管治模式的基础上指出 :目前中国城市管治主要以福利模式和支持增长模式为主 ,相应机制尚未完善且相互之间缺乏有机协调的结合 ;中国城市管治应进一步完善与运作管理模式和社团模式 ,同时加强多种管治模式的交互与整合。Economic globalization make a huge change in politics, economy and society,this series of changes transform the previous urban institutional environment, and the traditional 'top-to-bottom' or 'planned' urban management in china is out of date. The modes of urban management become more various and come to syncretize among each other. All the changes of the circumstance necessarily make urban governance become an important topic in the fields of urban study.Jon pierre(1999) have given a typical summary about the models of urban governance in this field. He suggest that the wide variety of urban governance objectives can be reduced analytically to four general models: managerial, corporatist, progrowth, and welfare governance. Soon this summary become the theoretic base of urban governance, moreover has a very deep influence in the urban governance study.Now the economic system of china is transforming from socialist planned economy to market-oriented economy. The prompt development of urban economy gradually make the inadaptability of previous managerial system exposed, which not only fetter the urban economy but also produce a series of serious problems of politics, economy and environment. In the same time, coupled wit1h the rapid development of urban economy and the enhancement of their self economic strength, a lot of urban interest groups come into being which delegate different voice from different colony, and these urban interest groups increasingly attempt to put influence on urban government to maintain their self advantage by their strong economic strength. The change of these two aspects challenge the present urban planning and urban management, at one time it put forward a realistic and urgent task to urban governance study which just develops in china in a short time. So this paper set out from reality, based on the deep study abour the models of west urban governance, and suggest that the main models of urban governance in present china are welfare and progrowth, the correspondence mechanism of urban
