摘 要:海洋经济 (海洋产业的组合 )是个高科技、高投入、高风险、但能得到高回报的经济领域。我国海洋科技对海洋经济的贡献率仅为 30 % ,与先进海洋国家 70— 80 %的贡献率尚有巨大的差距 ,显然不能适应我国海洋经济发展。本文分析了我国海洋经济中产业结构不合理的有关问题 ,提出用高科技改造传统产业 ,调整我国现有的海洋产业结构 ,大力研究解决新兴和未来海洋产业中高新技术的“瓶颈”制约问题 ,发展海洋高新技术需要建立高新技术示范基地 ,加速海洋技术的产业化。并制定海洋高新技术及产业发展战略对策等。Marine economy (the composition of marine industries) is a field of high-science-technology, heary-input, high-inventure, but heary-repay available. The contribution which marine science-technology gives to the marine economy is only 30%. By contrast to the contribution rate from 70-80% of the advunced countries, there is still great spatial difference. The condition doesnt adapt to the development of marine economy in china. This paper puts forward a series of problems, including the unrational industrial structure of marine economy, high-technology transforming those traditional industries, adjustment for the present marine industrial structure in china, studying on the solution to the 'bottleneck' restriction of high-new-technology during the development of the burgeoning and future marine industry,building up the demonstration base of high-new-technology to develope marine high-new-technology, accelerating the industrialization of marine high-new-technology, formulating the strategy and countermeasure of marine high-new technology and the development of marine industry.
