摘　　要：根据公共财政体制和世界贸易组织《农业协议》中“绿箱”政策的要求,通常所说的财政支农支出应该用财政对农业投资来代替。在对财政对农业投资的基本理论进行阐析后,提出了优化财政对农业投资行为的对策措施,即必须遵循正确的原则,确定投资重点领域,切实转变财政职能。According to the public financial system and the request of the policy of 'green case' in World Trade Organization's Agricultural Agreement, fiscal support expenditure in agriculture should be replaced with fiscal investment in agriculture. After analyzing the basic theory of fiscal investment in agriculture, the dissertation puts forwards the countermeasures to optimize the behavior of fiscal investment in agricultural.
