摘　　要：政府规模的循环膨胀弊端,有其内在的深刻原因。我国几轮程度不同的行政改革使政府规模扩张的势头得到一定程度的遏制。界定政府职能范围是寻求政府规模适度性评价标准。要保持政府规模的适度性,创新政府理念、廓清政府职能、改革政府机构、壮大社会力量,就成为标本兼治的路径选择。There are profound reasons for the excessive expansion of government scale .Our country's administration reforms make the momentum of government scale enlargement contain to a certain extent.To define the function range of government is an evaluation criterion of government scale moderation. Reshaping the idea of government,changing government function,reforming government mechanisms and strengthening civil power are ways to keep an appropriate government scale.
