摘　　要：以GDP为核心的国民收入核算体系为衡量经济状况提供了一个较为综合的尺度,但是从福利和幸福的角度来看,它却存在不可克服的缺陷。本文就针对国民收入核算体系的不足,重点讨论了衡量福利和幸福程度的指标构成及其计量方法,进而提出了以GNH为核心、以GDP为辅助的二者有机结合的国富衡量新框架。<Abstrcat> The accounting system of national income taking GDP as its core, has offered a most comprehensive yardstick for weighing the economic situation, but according to welfare and happiness, it has some defects that can't be overcome. This paper began with these defects, discussing the index composition and metering method that weighs welfare and happiness emphatically, and then put forward the new frame that regarding GNH as its core and taking GDP as its supplement.
