摘　　要：高等学校院系部党总支(党委)建设,是党的基层组织建设的有机组成部分。探讨了在高等教育大发展的形势下,加强高等学校院系部党总支建设的内容、机制和方法,以西安石油大学为例,提出了充分发挥院系部党总支政治核心作用的措施和途径。The building of general Party branches at the department level of China's higher education institutions is an integral part of the Party's grass-roots organizational building. An explorative discussion is made of the contents, mechanism, and methods of strengthening the building of general Party branches at the department level of China's higher education institutions in the situation of great development of China's higher education. Taking Xi'an Shiyou University for example, some measures and approaches are suggested on how to give full play to the departments' general Party branches as a political nucleus.
