新型农村合作医疗实施后农民对其认知的调查

摘　　要：目的:了解新型农村合作医疗制度实施1年后,农民对其认知的情况,为正确评价新型农村合作医疗实施效果提供科学依据。方法:采用分层整群随机抽样法抽取婺源县经济水平不同的3个乡(镇)作为样本乡(镇) ,在每个样本乡(镇)中用同样方法各抽取3个样本行政村,每村各取70户进行入户调查。结果:新型农村合作医疗开展1年以来,有6 4 .2 %的农户报销过门诊费用,有5 4 .0 %的农民知道怎样报销住院费用,4 6 .9%的农户知道国家为其参加合作医疗出资,但只有16 .1%的农户知道国家为每人出多少钱,有16 .6 %的人或其家人报销过住院费用,并有4 3.5 %的人知道周围有人报销过住院费用;有6 5 .7%的农民认为合作医疗住院费用报销方便,有5 1.0 %的农民认为报销时服务人员的态度很好,有5 4 .7%的人认为新型农村合作医疗制度是公平、公正、公开的,有5 0 .5 %的农民知道新型合作医疗报销情况定期张榜公布,有81.5 %的人表示愿意继续参加今年的新型农村合作医疗。农民对新型农村合作医疗可能带来的好处的认识,前3位分别是“生大病有一定保障”、“医药费可报销一些”、“政府会补贴一些”。在对新型农村合作医疗的意见和担心中,“报销比例低”,“报销手续繁琐”和“不看病也得交钱”占前三位。结论新型农村合作医疗开展一年以来,在婺源?Objective To understand the situation of farmers' cognition to new-type rural Cooperative Medical System(CMS) after it's been carried out for one year, to offer scientific basis for correct appraisal of new-type rural cooperative medical service. Methods We adopted stratified cluster random sampling to choose 3 townships (town) of different economic level , as the sample township(town) , using the same method to choose three sample administrative villages in each sample township (town ), and 70 families from each village made investigations of. Results Since the new-type rural cooperative medical service carried out one year ago,64. 2% of the households have submitted the clinic expense account, 54. 0% of them know how to submit an expense account in hospital, 46. 9% of them know that the government provides funds for cooperative medical service, but only 16. 1% of them know how much is spent for everyone , 16. 6% of the persons or their family members have submitted expenses in hospital, and 43. 5% of them know that their neighbors have submitted the expenses in hospital.65. 7% of the farmers think it convenient to submit the expenses in hospital of the CMS, 51. 0% of them think the attendants are kind and helpful, 54. 7% of them think the new-type rural CMS is fair , just ,and open, 50.5% of them know a notice concerning submitting CMS expense account is put up CMS and published regularly, 81.5% of them express willingness to continue participating in the new-type CMS next year. Among the new-type rural CMS's advantages to the farmers that they think, the top three is ' it ensures treatment of serious diseases', 'part of the medical expenses can be reimbursed', ' the government will give some subsidy' sequentially. In suggestion and worrying to new-type rural CMS , the top three are ' the proportion of reimbursement out is low ', 'the procedure of it is tedious' and ' they must pay the money even not to see the doctor 'sequentially .Conclusions Since the new-type rural CMS is launched for one year,it exert
