摘　　要：电子政务的核心是内部办公管理系统(OA)和面向公众服务的行政审批系统(PS),而作为城市政府职能部门———城市规划管理、房产管理和国土管理,不但需要一般意义上的OA和PS系统,更需要具有GIS功能的业务审批OA系统,即OA、工作流和GIS集成的OfficeGIS.随着GIS技术的不断完善,建立面向GIS的电子政务系统是发展的必然趋势.从电子政务的需求出发,分析了电子政务OfficeGIS的概念和特点,给出了电子政务OfficeGIS框架及构建方法,开发出了具有可快速构架、可动态集成、可方便扩充的电子政务OfficeGIS.The kernel of E-Government affairs is Office Administration (OA) system and administrative Permission System (PS). As the department of urban planning administration ,land administration and house property administration ,needs not only OA and PS, but also E-Government Office GIS which combines OA and GIS. With the development of GIS technology, it is evitable to establish the E-Government on GIS .The paper mainly focuses on analysing the concept of E-Government Office GIS and its characteristics ,offers its framework and constructive method. E-Government Office GIS is developed which is quickly constructed, dynamically integrated and conveniently expanded, and thus the graphic data & text & sheet are managed all together.
