论湖南省“1987”造林项目的转制经营

摘　　要：在部、省两级计划下的"1987"造林项目,已经实施了15年。当时的计划经济已被现在的市场经济所取代,该项目经营是沿用旧制还是改用新法,已到了明断的时候。通过该项目的介绍和分析,针对21世纪森林由利用转向保护的发展新动态,本文提出生态级的概念,并按其变化对公益林实行补偿,主张项目商品林的目标经营,演示了目标经营的决策过程。Afforestation project 1987,which was planned by the Forestry Ministry & the Hunan provincial government,has been carried out for 15 years.That planning economic system has been taken place of the present market one.It's the time to take the choice between the two economic systems for managing the plantation now.The author introduces and analyses the project.Focus on the new forest management direction from development to protection,he proposes a useful indemnifying measure for owners of public welfare forests according to ecological grades,emphasizes target management of commodity forests,and introduces decision course of target management in the article.
