摘　　要：随着“科学发展观”深入人心,长期以来注重追求速度和规模的交通发展观念,正转变为将交通基础设施发展与城市交通需求、城市经济及环境保护的协调发展相结合。通过运用网络分析法剖析了城市交通基础设施的结构、内容和影响因素,揭示了城市交通基础设施系统和经济系统、社会系统、环境系统协同发展的关系和内在规律,从战略视角提出了可持续发展的一体化模式、运行机制和实施方法,可作为城市交通基础设施规划、设计和管理的有效决策手段。Along with the Concept of Scientific Development has become the trend of urban development, the view which emphasizes speed and scale in a long-term, naturally integrates transportation infrastructure development with urban transportation demand, urban economic society and environmental protection. Based on the research of the structure and main content of urban transportation infrastructure, its influencing factors and hierarchy are analyzed thoroughly by Analytic Network Process. And the inner rule and relationship among urban transportation infrastructure system, economic system, social system and environmental system are revealed. Standing on the strategic viewpoint, integrative mode, running mechanism and applied method of sustainable development system are put forward. An effective decision-making way for planning, design and management of urban transportation infrastructure is provided.
