三峡库区农村资源开发与产业发展模式探究

摘　　要：三峡库区土地资源以山丘地为主,人多地少的矛盾突出。三峡大坝蓄水、移民后靠安置,对坡耕地开发利用的压力更大。因此,遵循山地自然分异规律,基于"比较优势"与"市场需求"的双重原则,以库区坡地资源的优化利用为重点,深入研究库区农村经济结构调整方向、资源开发重点与主导产业模式,对于统筹城乡发展,优化农业布局和生态环境建设,具有重要的意义和价值。The dominant type of land resources in Three Gorges Reservoir Area (TGRA) is dry slope land. As the big dam of the Three Gorge starts to reserve water and the local habitants begin to settle down backward, the pressure on the exploitation of the rural land resources is becoming higher and higher. It is believed that the optimal use of rural resources is of great value and significance to TGRA in terms of agricultural development, settlement of local habitants and construction of local ecological system. Based on the analysis of the condition about rural land resources and its industrial development, this paper points out that the optimal utilization of the rural land resources in TGRA should focus on ecological construction, economic development, industrial restructuring and regional difference. Aims at solving the current problems in land use in TGRA, this paper suggests that close attention should be paid on those areas such as the improvement of ecological environment, the implementation of tree planting and the continuous improvement of hill slope land. It is also indicates that the fundamental approaches of upgrading the quality of land resources and achieving rural sustainable development is to comprehensively optimize the use of the rural land resources, endeavor to develop highly efficient eco_agriculture and build a reasonable rural industrial structures in TGRA.
