摘　　要：政治权力的合法性是执政的前提和基础,是执政能力建设的先决条件。而执政的合法性在新的时代背景下需要有新的证明。提高执政能力,增加执政绩效,增强人民的认同感,稳固合法性,其核心是保障人民根本利益的实现。The legitimacy of the political power is precondition and foundation of governance and prerequisite of construction of the capability of governance. However, legitimacy, in a new area requires new identification. The capability as well as the performance of governance requires improvement, so that People's sense of approval can be strengthened and legitimacy can be stabilized, but the core of legitimacy is to ensure the realization of People's fundamental interests.
