摘　　要：中国共产党延安时期局部执政,是在江西时期局部执政之后的成功实践,其执政的社会基础、执政方式、执政能力和效力,都有了更大的变化,同时也表现出许多那个时代的特点。根据这些特点,共产党在执政的实践中,把陕甘宁边区作为“示范区”,创设了一系列新民主主义的政治、经济、文化制度,也积累了一系列执政为民的基本经验,从而赢得了人民群众对抗日民主政权的公信力和向心力。这些执政的成功经验,对今天巩固中国共产党的执政地位加强中国共产党的执政能力建设,具有重要的理论意义和实践意义。Being in power partially of the CPC in Yanan age ,compared with that in Jiangxi age, had more changes in the social basis, governing way, capability and efficiency and at the same time manifested many characteristics of that times. According to these characteristics, the CPC created a series of systems in politics, economy and culture, taking Shaanxi-Gansu-Ningxia board zone as special example, and won the people′s trust and support.The successful experience of being in power partially is of theoretical and practical significace to strengthen the governing capability of the CPC.
