摘　　要：2004年一季度以来我国沿海一些地方出现了民工荒。但另一方面,劳动保障部门强调今年的就业形势依然严峻,不容乐观。出现民工荒和就业难的“两难现象”并非偶然,它将在今后一个较长的时间存在下去,并将对我国劳动和就业产生影响。深入分析两难现象产生的背景、原因,提出合理化的对策和建议,对今后一个时期的就业指导工作具有十分重要的意义。Peasant workers' shortage in some coastal areas of our country has become a public issue since the first quarter of 2004. Meanwhile, labor security department proclaims the challenging employment prospect of this year.Peasant worker shortage and employment difficulties as a whole coexisting, such dilemma is not accidental and will exist for a long time in the future, making influence on the employment. The paper analyses in detail the background and reason, puts forward rationalized countermeasures and suggestions, which is of great importance and significance for career guidance work in the next period.
