摘　　要：湖南发展循环经济已经有了良好的开端,但仍存在认识不足、动力不足、投入不足等障碍,必须从转变观念,发挥政府主导作用入手,把发展循环经济作为走湖南新型工业化道路的战略选择。There has been a good beginning with the development of recycle economy in Hunan in spite of such obstacles as the lack of recognition as well as insufficiency of power and investment. Therefore there is a need to proceed with the full play of the leading role of the government with transformation of views and to take the development of recycle economy as the strategic choice for the new industrialization of Hunan.
