摘　　要：针对我国公共卫生支出的现状,分析了公共卫生支出的总量不足、结构失衡等问题,并分析了由此导致的公共卫生支出负担由政府、企业转向个人;公共卫生资源配置不公平;政府投资不均衡,"越位""缺位"现象等,提出了从明确政府在公共卫生支出中的职责出发,加大公共卫生支出力度,保持公共卫生支出结构平衡的建议。According to the present state of public health expenditure in China, analyzing such problems as insufficient supply and unbalanced structure in public health expenditure,which cause some phenomena,they are: The burden of public health expenditure has been transferred from the government and enterprises to individuals, public health resources are unfairly distributed, and government investment in this area is also unbalanced. Starting from clarifying the responsibility of the government, the paper makes suggestion to increase the public health expenditure and keep the balance of its structure.
