集体非农建设用地流转制度改革的研究

摘　　要：现行集体非农建设用地流转制度存在很大缺陷。笔者分析了现行集体非农建设用地流转制度存在的4 个主要缺陷, 并提出改革现行征地制度、完善农村集体非农建设用地流转制度的设想。There are some disadvantages on the system of present institution of transfer of ron-agricultral collective land for construction.The essay analyzed four major defects in present institution of transfer of ron-agricultral collective land for constraction.Some suggestions for reforming present institution of levying land and transfer of collective land to build were proposed.
