摘　　要：行政紧急强制的设定是行政紧急强制制度的重要组成部分,是指有关国家机关创设行政紧急强制法律规范的活动,是在原属法律空白的领域中,以制定法律规范或法律文件的形式,使行政紧急强制从无到有的一种活动。行政紧急强制的设定与行政紧急强制的启动,行政紧急强制的实施,行政紧急强制的规定等概念存在着一定的联系,但并不相同。规范行政紧急强制的设定对于行政紧急强制法治的实现有着重要的意义。The enactment of administrative emergency enforcement is an important part of the system of administrative emergency enforcement. It refers to legislative activities of relevant state agencies in initiating either legal norms or statutory documents in terms of administrative emergency enforcement so as to fill the gap in this respect. The concepts of the enactment, the proclamation, the operation and the jurisdiction in terms of administrative emergency enforcement are interrelated, yet not the same. To standardize the enactment is of great significance for the realization of rule of law in terms of administrative emergency enforcement. [
