论基于“10+1”框架下的“泛珠三角合作”

摘　　要：东盟与泛珠三角地区之间具有较强的经济互补性,存在独特的地缘、人缘优势和良好的经贸合作历史,为双方的合作提供了巨大的市场机遇。但是双方在未来合作上受"10+1"合作的不确定性、贸易机制与贸易政策、信息传播体系及基础设施等方面的约束。对此需要在政策、体制上打破贸易、投资壁垒,建立高层协调机制和高效的信息合作传播体系,加强交通、通讯等基础设施的建设。There are strong economic complementarities between the areas of Eastern Alliance and Pan Pearl River Delta. Their peculiar place advantages, human advantages and excellent economic and trading cooperation history provide a big market opportunity for their cooperation. But in their future cooperation both parties are restrained by the uncertainty of 10+1 operation, trading mechanism and trading policy, information transmitting system as well as basic facilities. For these we should break some trade and investment obstacles in policy and system, set up authorities coordinating mechanism and high efficiency information transmitting system and enforce the basic facilities construction of transportation and communication, etc.
