摘　　要：跨流域调水需要修建规模宏大、技术复杂、投资巨大的调水工程,为了充分发挥效益必须节约用水。为此调水必须先节水、调水过程中的节水、调水后的节水三个方面分析了调水与节水的相互关系和作用,并提出了调水应重点研究的节水问题。The interbasin diversion needs to build large-scale water transfer project with complicated technology and huge investment. To fully raise the project's efficiency, water saving is of great importance. The paper analyzes the water saving relationships before and after construction of the transfer projects and proposed the key research issues of water saving should be done during the interbasin diversion.
