摘　　要："党内民主是党的生命"。党内民主的实质是调动广大党员的积极性、主动性,广泛参加党和人民的事业,达到党的团结、巩固、统一和党的事业的兴旺发达。刘少奇在60年前曾对党内民主的实质作过精辟的论述,是党的建设极其重要的理论成果,它对于当前加强执政能力建设仍具有极强的理论和现实意义。Democracy in the CCP is the party's backbone, whose carrying-out means that we must moiblize the activeness of creativity and large numbers of party members in the CCP's enterprise which will realize the consolidation, Solidarity and unite. Liu Shao-qi discussed the essence of the CCP sixty years ago, the view is the significant fruit in the history of the CCP it has the modern value for the CCP's consolidation of the authoritative ability.
